The Board of Commissioners meet at the office of Hallsdale Powell Utility located at 3745 Cunningham Road, Knoxville, Tennessee 37918 once a month, typically on the second Monday of each month at 1:30 p.m. unless otherwise noted. HPUD Board meetings are open to the public.
Todd Cook has vowed to be a voice for the ratepayers. From his very first meeting he made it clear he would fight for changes if he thought they were needed.
Todd has devoted his career to public service. He served as Director of Pretrial Release for the Knox County Sheriff’s Department and is the former President of the Halls Community Park.
Kelly Barger is HPUD’s newest commissioner. As a lifelong resident and business owner in this District, she has a vested interest in its future growth and development. “HPUD’s water supply, physical assets, and wastewater capacity is paramount in establishing and maintaining the foundation for sustainable growth”, stated Mrs. Barger in a recent interview.
Kelly was appointed by Governor Bill Haslam to the State Board of Cosmetology and Barber Examiners. While serving on this regulatory board from 2012-17, she served as Vice-Chair and represented over 90,000 licensed cosmetologists and barbers, and 80+Cosmetology and Barber Schools from the state of Tennessee.
Kelly has established and managed several businesses in our District including Studio Salon Group. Her experience will be a valuable asset to HPUD’s Board of Commissioners.
Commissioner Jim Wright brings more than three decades of public service and a strong commitment to the District’s communities to his role with the Hallsdale-Powell Utility District. He retired from the Knox County Sheriff’s Office after 34 years of dedicated service, including the final ten years as Captain of the KCSO North Precinct, where he served the Halls, Powell, Gibbs, and Fountain City areas. His career in law enforcement provided him with extensive experience in leadership, accountability, problem-solving, and working closely with the community.
His commitment to the community extends beyond his professional career. He served six years on the Halls Business and Professional Association Board of Directors, including serving as President, and also served on the Halls Community Park Board of Directors. He served three terms on the Beaver Brook Country Club Board of Directors, holding the positions of President, Vice President, and Treasurer.
Throughout his career and community service, Commissioner Wright has prided himself on honesty and transparency. He approaches issues with a 360-degree perspective, carefully considering all sides, identifying challenges, and working toward practical solutions that serve the greater good. He is honored to continue serving the community through his appointment to the Hallsdale-Powell Utility District Board of Commissioners and looks forward to helping ensure HPUD remains a strong, responsible, and customer-focused utility for the communities it serves.
